This project focuses on modernizing utility operations through the upgrade of Supervisory Control and Data Acquisition (SCADA) systems and the implementation of advanced Distribution Management System (DMS), Outage Management System (OMS), and Network Management System (NMS) platforms.
The SCADA upgrade will enhance real-time monitoring, control, and automation of substations and field devices, ensuring higher reliability and faster response to system conditions. The DMS will provide advanced distribution grid functionalities such as network analysis, Volt/VAR optimization, FLISR (Fault Location, Isolation, and Service Restoration), and improved integration of distributed energy resources (DERs). The OMS will strengthen outage detection, customer communication, and restoration planning, improving both operational efficiency and customer satisfaction. Meanwhile, the NMS will deliver a unified view of utility assets and networks, enabling optimized planning, maintenance, and coordination across transmission and distribution systems.
By integrating SCADA, DMS, OMS, and NMS, the project delivers a future-ready digital grid platform that enhances situational awareness, reduces downtime, optimizes energy delivery, and supports the integration of renewable energy resources. This transformation positions the utility to meet growing energy demands, regulatory compliance, and customer expectations with improved resilience and efficiency.
Define project scope, objectives, and success criteria.
Establish governance, steering committees, and stakeholder alignment.
Develop a detailed project plan, schedule, and resource allocation.
Assess existing SCADA, communication infrastructure, and IT/OT systems.
Conduct gap analysis vs. utility’s future needs (DMS, OMS, NMS functionalities).
Define technical, regulatory, and cybersecurity requirements.
Develop integrated system architecture covering SCADA, DMS, OMS, and NMS.
Define data model standards (e.g., CIM, IEC 61970/61968, IEC 61850).
Design communication networks, redundancy, and disaster recovery strategies.
Prepare RFPs/RFQs with technical specifications.
Evaluate vendor solutions and conduct proof-of-concept (POC) trials.
Negotiate contracts and finalize system integrators/vendors.
Upgrade SCADA hardware and software platforms.
Replace or retrofit RTUs/IEDs as needed.
Ensure compatibility with new protocols (IEC 60870-5-104, DNP3, IEC 61850).
Install and configure core applications and modules.
Integrate DMS for advanced distribution functions (FLISR, VVO, DERMS integration).
Implement OMS for outage detection, crew management, and customer notifications.
Deploy NMS for network asset monitoring, performance tracking, and capacity planning.
Connect systems with CIS, GIS, AMI/MDM, ERP, and DERMS.
Validate interoperability between SCADA, DMS, OMS, and NMS.
Establish secure data exchange and middleware solutions.
Conduct Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT).
Perform end-to-end system integration testing.
Execute cybersecurity penetration and resilience testing.
Provide training for control room operators, engineers, and field staff.
Update operational procedures, manuals, and workflows.
Conduct change management sessions to drive adoption.
Perform phased rollout to minimize operational disruptions.
Run systems in parallel with legacy platforms before full cutover.
Monitor stability and resolve post-deployment issues.
Establish 24/7 support and maintenance protocols.
Monitor KPIs (SAIDI, SAIFI, CAIDI, DER penetration).
Plan continuous updates, patches, and functionality upgrades.
